In 2015, the Institute of Medicine and the National Research Council released a report, Transforming the Workforce for Children Birth Through Age 8: A Unifying Foundation, that is both ambitious and visionary in its recommendations for how to transform the workforce and set of systems that serve children from birth through age 8, or third grade. There are 13 recommendations, which are directed to stakeholders at federal, state and local levels. One clear message in the report is that collaboration will be necessary to achieve successful implementation of the recommendations.
Minnesota was fortunate to receive technical assistance from the National Academies of Medicine, Innovation to Incubation Project, in 2016 and 2017 to develop state-specific recommendations based on the national report. The Innovation to Incubation project goals are to improve the quality of the early childhood workforce at the state level, provide ongoing information sharing and learning, mobilize nationally and at the state-level, and support a cohesive network to improve the professionalization of the workforce.
